The Legalization of West Virginia Sportsbooks
The Professional and Amateur Sports Protection Act of 1992 (PASPA), which was in effect for over two and a half decades, prohibited most sports betting in the United States, with only a few exceptions. However, this changed in 2018 when the Supreme Court overturned PASPA, allowing each state to establish its own online sports betting regulations.
Seizing this opportunity, West Virginia quickly moved to legalize online sports betting in 2018, with the market officially opening in 2019. Although the influx of sportsbooks in West Virginia hasn’t reached the levels seen in early adopters like New Jersey and Colorado, a significant number of sportsbooks have still established a notable presence in the Mountain State.
West Virginia Sportsbook Bonuses
Being an early adopter of online sports betting meant that West Virginia saw a flood of top US sportsbooks enter the state. In order to bring in new players, these West Virginia sportsbooks have offered up bonuses for new players which go all the way from $150 in free bets to $1,500 in bonuses upon first deposit.
But that’s not all. In addition to welcoming bonuses, West Virginia sportsbooks also provide perks like daily free bets, free casino spins, and loyalty program benefits.

Regulation of Sportsbooks in West Virginia
West Virginia’s journey towards legal sports betting kicked off in 2017, but it was in 2018 when the real progress was made. Delegate Shawn Fluharty was at the forefront, introducing initial sports betting bills in both legislative sessions. However, it was SB 415, a more comprehensive proposal backed by multiple West Virginia legislators, that ultimately paved the way for legal sports betting and online casinos in the state. Key points of this legislation include:
- Licensing for sports betting is exclusive to West Virginia’s five casinos.
- A sports betting license covers both online and retail sports wagering.
- Each licensee is permitted to operate up to three separate online sportsbooks, also known as skins, under its license.
- The regulation and oversight of sports betting fall under the jurisdiction of the West Virginia Lottery.
- While betting on college sports is permitted, placing bets on high school sports events is prohibited.
