West Virginia’s journey towards legal sports betting kicked off in 2017, but it was in 2018 when the real progress was made. Delegate Shawn Fluharty was at the forefront, introducing initial sports betting bills in both legislative sessions. However, it was SB 415, a more comprehensive proposal backed by multiple West Virginia legislators, that ultimately paved the way for legal sports betting and online casinos in the state. Key points of this legislation include:

  • Licensing for sports betting is exclusive to West Virginia’s five casinos.
  • A sports betting license covers both online and retail sports wagering.
  • Each licensee is permitted to operate up to three separate online sportsbooks, also known as skins, under its license.
  • The regulation and oversight of sports betting fall under the jurisdiction of the West Virginia Lottery.
  • While betting on college sports is permitted, placing bets on high school sports events is prohibited.
